Crushed by the Parking Authority

  I need lawyers, guns and money.  Well, two out of three anyways.  My car has been seized by the Philadelphia Parking Authority (the evil empire featured in the cable TV hit reality series Parking Wars).  I got booted on Thursday for an accumulation of tickets and fines totalling $500.  When I went down to settle up I was presented with a bill for $3,779.25 for tickets dating back to 1989 on different vehicles registered to me.  Evidently it's a new law.
 
  Long story short, I don't have the money.  I've already lost one vehicle to the Parking Authority.  I've been unable to reach the "public advocate" at the Parking Authority.  I'm really screwed here.
